Are you joking?
It's not really an outrageous take to say that a forward player in the modern game needs to have an incredible level of overall talent if they lack top-line pace. Have a look at forwards at top clubs, have a look at the ones who aren't speedsters, there aren't many, are there? A few that spring to mind for me...
Messi, Suarez, Ronaldo, Firmino (who is definitely quick), Muller... obviously there are a lot more than that, but 2 on this list had incredible pace as well as everything else. Ronaldo probably wouldn't have made it without that pace. Firmino and Suarez are phenomenal all-rounders with unbelievable pressing and stamina, while Muller (was) also an incredible all-rounder with an impressive physique, too. It's the same deal for others like Lewandowski, perhaps Aguero now. It's even more the case if a player lacks height.
That said, Elliot looks seriously strong - his physique reminds me a bit of Rooney, actually - and it's clear that he does have an absolute wealth of talent. He's obviously got an incredible ceiling but, yeah, I think it's fair to say that he will need to develop to the fullest of his potential in order to use those talents in our front 3.
Long term, I think he will be a midfielder in the Silva-KDB variety. Rather than playing in the forward line. His game IQ, for his age, is ridiculous.
I think that's a decent shout, too.
