Generally speaking, it will be a good year at worst, there was similar hype to the 2000 vintage, which thus far has been a little dissapointing.
The thing to bear in mind with '03 is that it was so so hot just before the harvest, so many growers either picked early, because the fruit was going to become too high in sugar, and so acidity levels would be low and the wine wouldn't age well. This was mainly the case in Pomerol and St Emillion where the Merlot was becoming really really high in sugar. Because of this on the east bank of the Gironde harvest were really low, and prices went up for wines which were not that good.
I think the Medoc is the place to buy in 2003, Cabernet was left a bit longer, so the wines had great intensity and complexity at a young age, they may not mature as well as say a '90 or a '00, but they will be very very good. Basically stick to the NW of Bordeaux, St Estephe and Paulliac especially, even Margaux was good.
BUT, one word of warning, some of the growers in these AC communes did harvest too early, so get advice on particular estates.
If it were me, I would grab a case each of Margaux and perhaps Cos d'Estournel or perhaps Montrose.
Lafite was still a low yield so you would have to pay a premium, value is questionable.
