It goes in cycles of opportunity. With the club appearing to be on the ascendency with a new manager and change in squad players (seemingly for the better), the demand for aways will only increase (or at least, not drop). It will take a sustained run of poor form, high ticket prices, and larger allocations from the clubs in the premier league in any given season to all align to give the opportunity to get on the ladder - high enough so that you can actually go to several games bar the scraps.
Otherwise, as has been mentioned, the exchange is a good way to go to get tickets (a process in itself which is keeping credits high, but even if this wasn't available, there are dozens of other routes people could get rid of or exchange tickets).
