This may sound like a stupid question but 'Who exactly is the FA"?. I know what they are, but who are they? Are they made up of a board of directors? Ex-players? Ex-officials? Lawyer types? Are they hired into the position or voted in? How many would be involved in a decision like this?

Not one fulham fan made a complaint about suarez gesture.
