He's saying if there is a player playing at this moment in time that hasn't represented his country then they are eligible for this round.

By adding the second part I thought he meant the opposite :-[ In that case, the Dutchman dumps the Fascist, and takes out the Spaniard for a Salsa class.

Aly Cissoho has been capped once so yous best all fuck off and change your picks.
If he's being asked to head the ball too frequently - which isn't exactly his specialty - it could affect his ear and cause an infection. Especially if the ball hits him on the ear directly.
