It doesn't get any starker than this:

Anne Williams is in a Southport hospice and is dying. Whilst the actual timescale is not known, the sense of urgency is high, especially following the news that she has moved out of her home and into a hospice near Southport.
 
The European Court of Human Rights dealt a slap in the face around the time of the 20th anniversary, with the now-hauntingly apt phrase "out of time".
 
Help us do our damnedest to ensure that, when it comes to at the very least ensuring Kevin's inquest takes place, Anne does not once again find herself out of time.
 
Act now.

Whilst hopefully not detracting from the excellent work being done by others in different threads, in particular the petition thread, this is intended to be a source of information to help you get involved by doing more than signing the petition, which is of course limited to UK Citizens and those living in the UK. OK, following on from The Attorney General's recent statement on Anne Williams' case and his letter to Anne directly, there's been a concerted effort behind the scenes to pool everything we know into some genuine actionable ideas. One of those is various template letters and emails, which are set out below - and briefly why we're contacting these people in particular. This is not meant to detract from anyone who wishes to use their own words - however our strength is in numbers and the time taken to copy and paste these messages or to print them out and post them would be massively appreciated.

Dear .......,

I am writing to you today regarding the plight of Anne Williams, who lost her 15 year-old son Kevin at Hillsborough on 15th April 1989. Kevin's case has always been prominent amongst those who have called for 'Justice for the 96' because of Anne's tenacity and her belief in what is right. This is a woman who has tracked down people who treated Kevin on the day and found out their real version of events. She has written a book on her fight. She has started her own charity, Hope For Hillsborough. She has petitioned successive Attorney Generals with the evidence she has uncovered that show Kevin was still alive after 4:00pm, a whole 45 minutes after the 3:15pm cut off for evidence. This evidence never changed, rather it has gained more credence with the publication of the Hillsborough Independent Panel Report, which stated that 41 of the 96 could have been saved with a correct emergency response. It will not surprise you that Kevin is one of those 41.

I talk about Anne's plight rather than Kevin's because Anne has recently been diagnosed with terminal cancer. She is in a hospice in Southport, and while the exact timescale is not known she will die soon. Anne has never even picked up her own son's death certificate. The original inquest verdict of 'Accidental Death' was not accepted by Anne or by anyone who understands the reasons for the Hillsborough disaster. Kevin and thousands of others were let down by a stubborn Football Association who insisted on a stadium without a valid safety certificate for the game, by Sheffield Wednesday Football Club as the owners of that unsafe ground, by incompetent and inadequate policing and by an emergency response that involved only one ambulance making it onto the pitch and oxygen and wire-cutters that could have saved lives sitting outside. Much of this has never been investigated due to the 3:15pm cut-off for evidence imposed at the original inquests, a cut-off that has subsequently been completely discredited by the Hillsborough Independent Panel Report. It cannot be allowed to happen that Anne could die before picking up a certificate showing that Kevin died because of the negiligence of others rather than an accident.

The Attorney General has made an initial response to a petition aimed at bringing the inquest forward ( https://submissions.epetitions.direct.gov.uk/petitions/40925 ) stating that he cannot bring forward the inquest into Kevin's death for the reasons that he needs to keep all submissions together because the 96 deaths occured from a single chain of events and that it will be coronial procedure that will determine the inquest timescales. I would like to dispute that assertion. Firstly, it is important to know that Anne's case was submitted to the Attorney General a long time prior to the Hillsborough Independent Panel's Report. The Attorney General was sitting on that evidence over 6 months prior to the publication of that report.

While no-one would wish for anything to compromise the other 95 inquests, these are exceptional circumstances. It is not normal that a mother should have to fight tooth and nail for 23 years to reach the point she's at now, where it looks inevitable that these inquests will eventually take place. It is not normal to have to face an establishment cover-up that in the wake of the Hillsborough Independent Panel Report was described as "the biggest cover-up in UK history". It is not normal that we know that someone awaiting an inquest is going to die in the short term. It must be possible that something can be done for Anne to speed this process up, even if it means following a less standard process. The story of Hillsborough is littered with people who have actively colluded against the truth coming out, people who haven't done enough to fix that situation and people who have done the minimum they can get away with. In the wake of the Hillsborough Independent Panel Report, new inquests that cannot be expedited in these exceptional circumstances are yet another example of someone doing the minimum they can do. What the story of Hillsborough lacks is people in power who will go above and beyond the call of duty, and that is what Anne needs now. I am writing to ask you to be one of those people.

There is clearly an established procedure being followed by the Attorney General, and that will be followed by the Coroner and anyone else involved in the inquests themselves. The Attorney General should be communicating with the High Court and the Coroner to expedite this process. I would welcome your decision to do the same; to contact the Attorney General, the High Court and the Coroner on my behalf as your constituent to stress the urgency of this situation and the strength of feeling from those who are supporting Anne.

There is a chain of events that we understand has to happen for Anne to get her inquest, the first of which has been mentioned by the Attorney General himself and that is that he has to petition the High Court to get the original inquest verdicts quashed. So we need to keep pressure up on The Attorney General. A template can be found below:

It is my understanding that you had her evidence for over 6 months prior to the publication of the Hillsborough Independent Panel Report. That is an exceptional circumstance. Anne is dying. That is an exceptional circumstance. This is your opportunity to right the wrongs of previous Attorney Generals who failed to give Anne a new inquest despite compelling evidence. I would argue that there is always a way around red tape, but even if on this occasion there isn't that is all the more reason to speed up your application to the High Court, and to communicate the urgency of Anne's case to the High Court and to the Coroner.

As you are aware from your statement in response, a petition has been started on this subject that hopefully goes to show the strength of feeling on this issue, and the admiration we all have for Anne and the battle she has fought over the past 23 years. It is worth noting that the numbers have gone up significantly since it passed 10,000 and you issued your response.

Ensuring Kevin's inquest takes place as soon as possible is not only a matter of urgency, it is what is right. We humbly request that you use your influence to do all you can to expedite this inquest, so that Anne has a chance of seeing justice for her son before she passes.

Obviously, as the Attorney General will be petitioning to quash inquest verdicts via the High Court we need to contact them as well. The person to contact is the Lord Chief Justice, who is the aptly named Igor Judge. This is where it gets a bit tricky, as we have no direct contact for him. Therefore we have been a bit sneaky. After 23 years, this is a great relief to families of victims and also for survivors who have had their names wrongly smeared by a vile cover-up campaign. Of those who have campaigned for justice over the years, no-one has done more to try and get these wrongs righted than Anne Williams, whose son Kevin died in the disaster at just 15 years of age.

Anne found evidence long ago that Kevin was alive after the 3:15pm cut-off that was imposed at the previous inquest and this evidence has been vindicated by the Hillsborough Independent Panel's report which shows that Kevin was one of 41 fans who could have been saved that day with a better emergency response. However, the attempt of this message is not to prejudice any verdict, merely to give some background to the situation. Anne has petitioned previous Attorney Generals for a new inquest, as well as taking her case to Europe. She has tracked down individually those who treated Kevin on the pitch and attempted to revive them. She has written a book about her fight for justice. She has started her own charity 'Hope For Hillsborough'. She has lived 23 years of loss, despair and injustice since Kevin passed away.

The reason I am writing to you is that Anne has recently been diagnosed with terminal cancer. She is currently in a hospice in Southport and attempting to cling on to life long enough to see a new inquest for Kevin. I understand that this is a complicated process, of which the High Court is a link in the chain between the Attorney General and the Coroner. However it is important to stress the relative urgency of Anne's case. I have written to the Attorney General separately and requested that Anne's case be expidited so that she might have a chance to see justice before she dies. As a personal word, I've put some effort into this but there has been a lot going on both publically on RAWK lately and privately behind the scenes particularly these last couple of days. Anne Williams' son Kevin died at Hillsborough. He was one of those who could have been saved had he received medical attention, something which Anne knew all along. Anne now has terminal cancer and may not live to see justice for her son, which is heartbreaking as it's hopefully around the corner. As you may be aware Anne Williams, the mother of one of those victims Kevin Williams, has been given the awful news that she has terminal cancer, and there is now a great fear that she will be denied the opportunity to be present at a new inquest for Kevin.
The Attorney General, although agreeing to apply to the High Court to have the original inquest verdicts quashed, has recently informed Anne that he will not bring forward the inquest for Kevin, thus possibly causing an additional terrible injustice to occur to an amazing lady who has been forced to fight continuously for the last 23 years for something that should have happened long before now.
Therefore I request that you please contact the Attorney General on this urgent matter in an attempt to get him to reconsider his decision.

OK, so this morning I have sent off my email from yesterday (adapted slightly) to the Attorney General. I have also forwarded my letter to my local MP Stephen Twigg in the hope that Parliamentary pressure might mean more than coming from us:
 
Dear Stephen Twigg,
 
I know from watching the Parliamentary coverage of the recent debate on the Hillsborough Independent Panel's Report that you are well-versed in the events of that day and the subsequent failings of those in authority. I'm sure you are also aware that Anne Williams, who has fought for 23 years for justice for her son Kevin, has recently been diagnosed with terminal cancer. The idea that she may pass away before an inquest she has spent so long fighting for is too much to bear for a lot of people.
 
This is a woman who has tracked down people who treated Kevin on the day and found out their real version of events. She has written a book on her fight. She has started her own charity, Hope For Hillsborough. She has petitioned successive Attorney Generals with the evidence she has uncovered that show Kevin was still alive after 4:00pm, a whole 45 minutes after the 3:15pm cut off for evidence. She also got evidence from some of the most respected pathologists in the country to show that Kevin could have been saved. This is backed up yet again by the HIP Report, which stated that 41 of the 96 could have been saved with proper medical care. One of those 41 is Kevin Williams.
 
Anne has never picked up Kevin's death certificate because of the verdict of Accidental Death. It cannot be allowed to happen that she could pass before getting the inquest into Kevin's death and picking up his death certificate. It has been the biggest part of her life for 23 years and it is not inconceiveable that this fight has affected her current prognosis. It is for these reasons I have written to the Attorney General, and would welcome your thoughts on the letter I have written and any assistance you may be able to offer:

Dear Sir,
 
I am writing to you regarding the well publicised case of Anne Williams.
 
It has been revealed today that you are unable or unwilling to fast-track the inquest for Anne Williams. The reason stated is that all deaths resulted from the same chain of events. While that is true, it is also true that Anne Williams had already submitted her case prior to the Hillsborough Independent Panel's report. It is also true that she has submitted a case with compelling evidence to previous Attorney Generals without success, despite strong evidence from leading pathologists that suggested that Kevin could have been saved long after the imposed 3:15pm cut-off point for evidence. The Hillsborough Independent Panel shows that Kevin is one of 41 people that could have been saved that day, and shows up those previous decisions as inadequate.
 
The response to Hillsborough from many angles has been inadequate or at times conspiratorial and contemptible, therefore I write not to go over those previous mistakes that weren't your own. I write to point out that now that the truth of Hillsborough has been exposed 23 years too late - the lives of some of the most fervent campaigners for justice hang in the balance. In particular I'm referring to Anne Williams, and I know you are aware of her health problems.
 
If Hillsborough had been properly policed her son would probably be alive and looking after her today. If the response on the day had been adequate, he would probably be alive and looking after her today. If the truth of Hillsborough had been properly reported and not covered up, she would have lost her son but found peace and moved on with her life. She has had to fight all that time for this inquest, robbed by authorities of her 15 year old son and robbed of 23 years of her life by the cover-up, lies and inadequacy of those in power. Now she does not have the time to wait for a standard process.
 
I'm sure that you are currently following an established protocol. However, these are exceptional circumstances. You had Anne's evidence prior to the report, we know that you are rightly going to apply for new inquests. I do not believe that in following standard procedure that you are doing all you can for Anne, I believe you are doing the minimum amount.
 
Once the HIP Report was released you had no choice but to take the path you have. After all Anne has had to endure, it is encumbent upon you to stand up to the plate and not follow in the path of those who have done little or nothing in the past. Please find it in yourself to go the extra mile and give her what she has fought for before she dies.
 
You talk about your own procedure and coronial procedure, but surely there must be crossover and communication between yourself and the coroner that would allow this to be fast-tracked. It would involve more work, and more effort - but if you need inspiration to fight for what is right you need look no further than Anne herself.

I know that some people have been contacting the Attorney General and below is an example of one such email which I thought was particularly good:

Good afternoon

I have just heard that you have taken the decision that Anne Williams' request for an inquest cannot be made separately from the other 95.

Can I just please remind you that this woman has terminal cancer?  She has spent the last 23 and a half years fighting for a proper inquest for her son, one in which all the facts are put to the Coroner.  She has three times presented her evidence (which you have now seen and, presumably, accept given that you are going to recommend new inquests) and each time been refused.  She has also been to the European Courts who refused her because she was "out of time due", referring of course to the time spent presenting her case to the Attorney General.

You are fully aware that the events of the day were covered up.  You are presumably also aware that there is indisputable proof that, not only was Kevin still alive after the original Coroner's cut off time, but also that he could have been saved.

How insensitive it is then that our justice system can allow a woman to die without having the justice she so clearly deserves?  If all the information that the HIP have uncovered was available at the time of the first request to an AG she would not have had to spend her life fighting a system that has failed her.  Irrespective of that, the same evidence has always been available in Kevin's case.  Please do not allow the system to fail her yet again. 

As has already been said, a mother brings a child into the world with a birth certificate.  If that child dies before her, she should be allowed to go to her grave after seeing a death certificate with the true reason for death.

I really did think that this news would spur on the petition but it now feels like there may be a need to continue to put pressure on if Anne is going to see Kevin's inquest, a moment she has worked so hard for and lets be honest that work has been in spite of the obstacles she has faced from successive governments.

We need to do everything we can through whatever channel we can to try to get this decision reveiwed.

Fantastic stuff. Well done to all the people that have worked so hard on this. Let's not let them, and, far more importantly, Anne down.

There's no excuses. Every one of us can do some of it, or, preferably, it all.

Sign the petition. But if, for some reason, you can't, send the emails. Twitter, facebook, contact family, friends, workmates, and so on.

To do all the actions only takes about half hour. We all get that to spare, and this really is the final chance. Let's not waste it. And, on top of giving Anne a little cheer, you'll feel better yourself when you've done what you can.

Anne Williams' son Kevin died at Hillsborough. He was one of those who could have been saved had he received medical attention, something which Anne knew all along. Anne now has terminal cancer and may not live to see justice for her son, which is heartbreaking as it's hopefully around the corner. Why should I get involved?

The vast majority of Liverpool fans are well-educated on Hillsborough, and were even before the HIP Report came out. To an extent, most of us have also done something to show support - whether it's through money, education or supporting survivors through websites like RAWK and others. You believe in the cause. You want justice. You have no need to do anything out of guilt - you've done your part to keep the issue in the limelight, which is a huge part of why we now have the HIP Report. Truth, with the level of coverage it has received should lead to justice. Justice over 20 years too late. Justice that wouldn't be needed had numerous groups not failed in their duty of care in the first place. But still justice.

What drives people to commit time and money to charitable or political causes however is usually based on personal experience or personal belief. In this case we've all shared the experience of going to a football match, and we all share the knowledge that Kevin's death and the deaths of 95 others, the injuries sustained by many, the resultant suicides - were wrong. They shouldn't have been allowed to happen. It's two different things knowing it and living it every day of your life for 23 years like Anne has, like so many have.

In this thread you'll see some simple things you can do to maybe help get her inquest pushed forward. Don't do it from guilt, do it from belief. Belief that what happened at Hillsborough was wrong, and that after 23 years of fighting that Anne deserves to see that fight come to fruition before she dies. Her fight has been inspirational to me, I'm sure it has been to many of you. She has fought against the odds time and again - it's our turn to fight for her, again.

It's fairly standard. I copied my own MP in on my email to the AG. I noticed he sat in on the last debate, so hopefully even down here in Cambridge the politicians are realising their constituents care about this.

Not brill I know but this is what I wrote if it might help:


I am writing as a mother to ask you as a father to do all that you can to ask the attorney general to bring forward the new inquest into the death of Kevin Williams. You will be well aware of the findings of the Hillsborough Independent Panel that Kevin's death could have been avoided. You are probably also aware of the sad news that his mother, Anne, has terminal cancer. She has spent the last 23 and a half years fighting to get the previous inquest over turned. She now has an even bigger fight to see justice done before she dies. It is bad enough her son dying, the travesty of the first inquest, discovering he could have been saved and facing brick wall after brick wall in her attempt for the truth. She must not be allowed to die without being able to recieve her son's death certificate with the true cause of death recorded.

I urge you to do what ever it takes to persuade the attorney general to move forward the inquest and allow this dignified lady a dignified death knowing she has achieved this one last thing for her son.

Would there be any mileage in putting a reminder post in every thread on here? Or would the Mods object?
I find it difficult to swallow looking at all the chat about other subjects, when we need to get these buggers to sign. The sense of frustration is awful.

Can hopefully spare a bit more time at work today - what can be done next?

I don't understand how the debate petition rushed to 100k quite quickly once momentum built whereas this one has struggled to take off - where did all those who signed the original but not this one go?

Not sure of how to get the next big push - we can all do our bit I suppose and ask friends and colleagues to sign but feels like it needs a big push elsewhere. Happy to go down the forum route and sign up to a few (if there are any left that Haridner didn't already reach!).

If anyone has any ideas please let me know and I'll try and spare some time today.
