I thought it was too. I wonder if it is perhaps linked to the Catholic Church somehow, as looking at the etymology of the word its obviously linked to penance. I wonder if they used the term for prisons that they administered or had a hand in in some way?
Fascinated by the bottom map scan, I used to live on Corinto Street which was an 80s built estate between Windsor St and Park Place, I can see St Patricks which is obviously still there, but there's a couple of other buildings marked on there that aren't, on Chester Street where there is now just a patch of grass.
