Like most social media it is not the medium, but the poster than counts. For instance Trump tweets are newsworthy. Seth Abramson discussing Trump adds to a topic. Conversely a blert is a blert wherever they are speaking.

People who just post twitter links without mentioning what is in the tweet have a circle of hell reserved for them.
