It's not about not (wanting to) use Steam or anything like that. It's about the fact that there might be people out there who will have issues downloading that amount of data for whatever reason (be that limited speed or monthly limits). It's not affecting me and I don't really buy games in the store anymore, but why bother selling physical copies of the game when there's nothing on the DVD except the Steam-installer? Might as well sell it on a CD...
Why not sell it as a blue-ray (just like for consoles) and give people the choice of either downloading the game via steam or buying a blue-ray drive to install from disc?
Because it doesn't make sense for them financially to make a blu-ray disc for the game, when it's such a small amount of people who would use that option. DVD drives are still far more common.
The game is simply too big for physical methods. It may seem harsh, but unfortunately it's the way gaming is going in general.

Relax will you. Don't take what I say so literally.
What I mean is you're missing out on so many good games, some of which are very small in size. I'd highly recommend anyone get in to Steam if your in to PC gaming, even if your download limits are smaller.
Also, it's coming to the point that if you're using PC gaming to play AAA games, you're going to have to accept that the way games are going, you're going to need to download part/most/all of the game.
You have to blame the PC industry rather than any developers that it's going this way.
Until the next step-up comes from Blu-Ray, they're always going to make DVD-drives the default option. How else are they going to make you pay extra?
