Excelling in Holland then ending up in the Championship is a regression, Chelsea have demonstrated often enough that they don't know how to progress their academy prospects. Wilson ending up back there is less egrigious as he basically only has half a season of senior football - but in that half season he excelled.
Possibly but if no premier league team comes in for them then Derby is a good move. However very few teams in the Premier League give youth a chance especially loan players. The Dutch league is poor. Lewis Baker had a longer successful spell there at Vitesse also (but 2 seasons) and he also went to the Championship on loan last season and only started 6 games.
Justin Kluivert got a £15m move to Roma off the back of a less productive season than Mount. Baker's situation is more a demonstration of what I stated above - Chelsea don't know what to do with these players. Giving a physically unexceptional, technically excellent young midfielder to Pulis for a season - who thought that was a good idea?
