It's 'cos the houses at the back would be deprived of direct sunlight. If it wasn't for that, and if the stadium went all around at the same height, then it'd be world class(ish).
Also, about 2 miles across the Liffey is a stadium called Croke Park (currently 83,000 cap.) which has no roof on it at one end either and just terracing due to the same reason. That stadium WOULD be world class if it was completed.
Pathetic if you ask me. Probably wouldn't get that in any other capital city in the world. 2 potentially world class stadiums within a mile or two of each other, but fall(fail) at the final hurdle for the reason above.
