And it's not like we signed two international players from a third party ownership one of whose goals saved us from relegation.

Yeah, exactly! We only signed one of them to get to a Champions League final...

Liverpool applied to the Football Association for clearance for the Spanish midfielder in July, after the 22-year-old’s return from an unsuccessful loan spell at Extramadura, but it was not received before his substitute appearance against MK Dons

Why wasn’t it received if applied for in July ?

It should have been, but at the same time we should have checked. At least we'll know not to make the same mistake again.

I guess that depends what the process is and what has happened in the past.
If has been a seamless process that has not needed follow up then why would we check this time?
If it is something that regularly has needed chasing or checking and we haven't bothered this time then I agree, although i'd like to know why you have to get clearance for a player returning from loan who presumably was cleared when we bought him.

Maybe it's a way of avoiding fixture congestion without the hassle of being knocked out.

It would be shockingly unequal for us to be kicked out, when there's precedent for a fine only (and that was for something like a full EFL cup game or two, plus several premier league games - so a lot worse than 30 minutes in the cup)

Can’t see anything but a fine here

Few precedents point to that as well

Sure the sponsors will have a view that they don’t want to lose Liverpool v Arsenal either given they are a Far Eastern brand and that fixture will sell well for them

This is a player who is without any doubt a Liverpool player and has been for years.  A player who it seems we had been waiting months for the FA to transfer his registration back to us after a loan period.

Whilst this should not of happened, the size of the fine is absurd. Look at what clubs get fined for racism.  Bizarre

Barcelona got such a low fine because of the regulations which state that financial penalties have to be quite small - https://en.as.com/en/2019/09/26/football/1569497564_489398.html. I'm not saying it's right or wrong, just that it's what the regulations say.

It was never made public as far as I can find out, but probably more as their fine was due to multiple matches. I suspect they also had to pay theirs in full whilst we have half of ours suspended.

Football associations are such gangsters. Had a quick look at their rules to see if there was a fixed fine and saw that their rules literally allow them to make it up as they go along:

24.4 says they have the right "to impose in respect thereof fixed fines in such amount as they shall determine, and from time to time to increase, reduce or otherwise vary such fixed fine, on notice in writing to the Clubs."

Anyway saw this hilarious rule too:

"6.5 Each Club shall play its full available strength in and during all Cup Competition matches, unless some satisfactory reason is given. The Board will from time to time issue a policy as to what constitutes 'full available strength'. In the event of the explanation not being deemed satisfactory the Management Committee shall have power to impose such penalties as they shall think fit. The provisions governing disciplinary matters in relation to the Competition are contained in Rule 24."

I'm not sure it's registration, so much as clearance to play in a new league. The intention of the rule is to prevent players from playing from multiple clubs simultaneously in multiple countries. International clearance even affects some youth competitive leagues, although how much they care about it comes down to how high or low on the totem the league is. But if you're a competitive team at any age over 10, and you get a player from another country who moved to where you are and wants to play, and has previously played at a competitive level in their home country, then technically even that player needs an international clearance, as far as I remember.

A "six figure sum" is all I've seen (to the PL though, not the EFL). So probably the same as what ours will end up being, £100k.

By the way, the fact we contacted the FA to sort this is on record in the EFL's judgment. As is the fact he had played in their other cup, which we're also found guilty of. Pretty clear the EFL fucked up on 7 August though!

"In particular, the Board noted that the Club had sought the assistance of the Football Association in securing the return of the International Clearance prior to the start of this season, and the Club had been able to include the player on team sheets for Premier League Two matches (under Premier League Rules) and one Leasing.com Trophy match, which resulted in the breach not being identified until the Club reported the issue to the EFL and Premier League following the MK Dons match.

As a result, the Club has also been found guilty of misconduct in relation to the same breach for having fielded the player in the defeat against Oldham Athletic in the Leasing.com Trophy on 7 August, with the sanction incorporated into the financial penalty."
