No way is that given as a penalty. It’s not the ‘VAR Penalty week’, that’s next week. Get with the programme folks. Offsides one week, penalties next.

Maybe they didn't give a penalty because they thought he was offside? But then they would have to draw their lines first, which takes about 3 minutes. So, I am at a loss.
