It's on the official site now which should help although they say only UK residents - should be British Citizens too (that's you Pheeny  ;D even though you're Belsh).  I've tweeted them to point it out.  Also, I believe George mentioned it at half time after all.

Neil mentioned it on Monday, no harm giving it another mention this week though.

I think the issue could be with the e-mail verification aspect. I'd say alot of people have signed it but not verified by clicking on the link in their e-mail.

What I find the most demoralising is when you tweet a journalist or sports' presenter and they don't retweet.  Some of these are the same people who are quick to jump on us when there's a 'sensationalist' story yet they can't even be bothered to click to retweet something like this.  I'm not talking about all because some are great, it's just that I've been surprised by the seemingly 'nice guys' who can't be arsed.  Then you get Boy George RT'ing someone's request, which was quite amazing!

You don't need a UK address.

Just tick the UK citizen box. ( they do live outside the UK you know).
