You're right, it probably doesn't level it. HOWEVER don't the stats suggest that the team with the home leg second (in unseeded games, as including seeded ties is unfair as better teams tend to play at home second)... but the team with the second leg at home goes through around 55-60% of the time don't they? Have I just made that up? I think the away goal rule needs to be looked at though, so that it becomes irrelevant after 180 minutes.
Maybe they should play 15 minutes there then fly over to White Hart Lane for the second half.
