I hate to be that guy, but if it hasn't gone to print yet, your French is wrong. You need the plural verb "vivent" with the plural "les rois". Should also be "les rois d'Europe" rather than "les rois européens".

any suggestions on how to get some eyelets put into my flag?

I'm assuming hole punching my own holes is a bad idea as it'll just eventually tear apart. i'm trying to find a local tailor to do something but they all seem to be oddly busy

You can buy a thing to do it from like Dunelm or somewhere. I've got one of these: https://www.dunelm.com/product/hemline-eyelets-kit-1000044090 (I vaguely remember we had to knock it quite hard with a hammer to get it to work ).

It's not amazing, but does the job for like a one-off banner. It's better if you have a couple of layers of material (or it's quite thick material) where you're making the holes, like if you've folded it over to get a hem type thing, otherwise a single layer might just rip from where you put the eyelets in.

Is there no little places that do alterations near you or dress makers? They should be able to sort it out, you can as others have suggested do it yourself but depending on material it can be a right pain in the arse.
