I thought that also... even so, that wasn't deliberate, it touched the sleave and it was in the action of running onto the bouncing ball with the defender coming in from the side. I.e natural movement

The goalscorer handball is if it hits any part of the hand no matter of intention. They’ve ruled that as an act of deliberate handball as he has gained an advantage by putting his arms in that position. It didn’t just fly up and hit him on the ball. So they can rule it out as a result.

Not every touch of aplayer’s hand/arm with the ball is an offence.

It is an offence if a player:
scores in the opponents’ goal:
• directly from their hand/arm, even if accidental, including by the
goalkeeper
• immediately after the ball has touched their hand/arm, even if accidental

He didn't score, he passed it, so it doesn't fall within the accidental area - that's why England is saying its deliberate,
