After my initial reply I took a gamble and guessed at the email address of Michael Grade - anyway - it reached him, and he very kindy forwarded it to the people who dealt with the initial complaint. They have sent me this.

As I am sure you will appreciate, the Chairman receives more correspondence
than he can deal with personally, so once e-mails have been read they are
forwarded by his office to BBC Information. This department has a wealth of
knowledge about BBC programmes and policies and is experienced in the
workings of the Corporation. The Chairman has therefore authorised us to
reply on his behalf and also to clarify that, while the Governors act as
trustees of the public interest and ensure that the BBC fulfils its
obligations, it is the Executive Board which is responsible for
implementation of strategy and for the BBC's day-to-day operations and
editorial decisions.
I can only apologise that you felt the official BBC response posted on our
complaints website failed to address your questions about Kelvin
MacKenzie's World Cup Scandals.
Ultimately all programming decisions are made by the Controller of the
network, in this case Bob Shennan. As our response explained, it was felt
that as former editor of a tabloid newspaper, Kelvin MacKenzie's experience
in this field, having reported on a number of other issues for various
broadcasters, meant that he was well qualified to present such programmes
on the subjects of scandal and football.
Nevertheless, I do fully appreciate that you did not approve of our choice
of presenter on this occasion and your comments have been duly logged and
made available to senior management. Again, I assure you that it was never
our intention to offend any of our listeners.

I recently made a complaint about the programme aired on BBC Radio 5 Live entitled Kelvin Mckenzie's World Cup Scandals. This formed part of the reply:

Could you tell me after logging my complaint what the BBC's policy is on employing Kelvin Mckenzie in the future.
