How would it affect the fans?

The ones who travel to away games, certainly. The clubs should subsidise travel at least otherwise the atmosphere will be shit, and they wouldn't want that for a new product.

But other than that, I don't see any negative effects.

Exactly, if only we could change the PL, UEFA and FIFA and actually put in people who are interested in making the game transparent overall that would at least be a start, in the right direction.

Is it really THAT different to how the Champions League is now? Basically the same 25 or so teams qualify each year

How long has it taken to get the 20's plenty campaign over the line? The policing is like you are cattle, the piss poor and over priced refreshments, the whole start to finish feel of being a second class citizen versus -  a European away, the bar owners virtually drag you in, they don't mind sing songs, they want you to eat, be merry and be yourself, policing granted can be like over here, but its far better in Europe than over here, in my experiences as a fan.
