Haven't seen the penalty but you're not allowed to stop your run. Rule changed a few years ago.

How do you stop a kick? You mean like go to kick the ball but deliberately miss it to fool the goalie and then kick it properly?
Pull your foot back and then stop it half way, wait for the keeper to dive, then continue the kick.
How long can you stop for? the laws say a feint, which to me is a quick stop, Son stood still for quite a bit.

Now if a player dummy's after completing their run up, they will be booked and an indirect free kick will be rewarded to the opposing team.That is a pretty big punishment and since stuttering run ups are still allowed provided the dummy comes before the player has completed his run up, referees will have to make some tough judgements regarding whether a run up has been completed
As I said, it comes down to the refs interpretation of what Son was doing at the end of his run-up.
