Well most people consider Henry to be the best striker in the prem (maybe the world) and i've seen him on a few occasions wheeling away after scoring a goal with his arms extended with a smug/arrogant look on his face.
Not saying he's as good as or even the same type of player, but if he performs on the pitch then he can celebrate however he wants. And for me he can take his shirt off as much as he wants, as long as it follows a goal.
As for the arrogance thing, imho it comes from confidence in your ability. You play well, you get confidence. You continue to play well, and your confidence grows. Further on and a little arrogance sneaks in a la Henry/Pires/Zidane/Figo/Ronaldo. Makes you think you are better than the players you are going up against so you feel more free to try things and more confident in doing them.
Imagine Heskey with a bit of arrogance. We know his power and his pace scares defenders. We know that when he's in the mood he can be unstoppable. Imagine how good he'd be if he Knew it as well.
