UEFA allowing them to use Wembley and then switch to the new ground if it’s ready, and if they get through, for the knockout rounds, the EFL allowing them to switch any and all League Cup ties should they be drawn at home, the FA allowing them to use two (possibly three) grounds for their home league matches.
Why are they all bending over backwards for them with no hint of a fine, deduction or punishment at all? There’s no way the Spurs hierarchy didn’t know that it was going to be delayed to this extent. They’ve tried to pull the wool over the governing bodies eyes and have been allowed to get away with it. Spurs are taking the piss at this point. If it’s not going to be ready until the end of the year the FA should grow some bollocks and tell them they have to play at Wembley for the whole season.
For the European games, it seems to be perfectly fine -
"24.05 In principle, a club must play all its matches in the competition at one and the
same venue. As of the play-offs the venue can be changed only based on a UEFA
decision. A venue may be the ground of the home club or another ground in the
same or another city within the territory of its association. Exceptionally the UEFA
administration may accept a venue in the territory of another UEFA member
association if no other suitable venue is available on the home territory. In
principle, match venues are approved only if direct international flights and/or
charter flights are able to land within an acceptable distance of the venue, in the
country of the club concerned. All match venues are subject to the approval of the
UEFA administration.
24.06 If, at any time during the season, the UEFA administration deems that, for
whatever reason, a venue may not be fit for staging a match, UEFA may consult
the association and club concerned and ask them to propose an alternative
venue, in accordance with the UEFA requirements. Should such an association and
club not be able to propose an acceptable alternative venue by the deadline set
by the UEFA administration, UEFA may select an alternative, neutral venue. The
club concerned will have to make all the necessary arrangements for the staging
of the match together with the relevant association and local authorities. In both
cases, the costs of staging the match are borne by the home club. The UEFA
administration takes a final decision on alternative match venues in due time."
