Even by their own dismal standards this has been a poor performance by the TO. If there was a problem they could have made an announcement.

They don't seem to care that a lot of people are still waiting to see if they get a ticket before going to the expense of booking travel.

Seen that on Twitter earlier someone put they had phoned the club and they were told they waiting on a response from the Electoral Office

They could, but it would be nice of them to let people know that was what was happening instead of leaving people festering all day not knowing what to do.

just seems wrong treating fans who have spent their hard earned money supporting the team home and away and not tell them as soon as possible what their individual status is. Lot of money to spend. Without the fans the clubs would be nothing.

My guess would be that the electoral reform office have simply ordered the 25,000~ people from 1-25,000~. Maybe the club are seeing how many tickets are left that they can guarantee to the people are the top of the list?

I'd rather they'd let us know what time in advance they'd reasonably expect to have it sorted by.  They would have known how long it would take to do.  If they'd have said they'd all be sent out at 7pm then I wouldn't be arsed.

For Basle the ballot registration ended at 9am on a Monday and they told people they would send the results out on the Tuesday, which they did.

This time the registration ended days ago and they still haven't sent the emails.

I doubt it's deliberate, they just can't be arsed and couldn't give a shit how anyone feels about it. If you get pissed off there's 20 other mugs to take your place.
