Tiger Woods on the cover of the PGA Tour game 16 years in a row...The FIFA cover formula is pretty clear. They want a proper global star to put on the cover worldwide and then for certain countries that are big enough markets for them to bother they add a domestic star (in the UK it's been Hazard, Bale and Oxlade Chamberlain/Joe Hart the last 3 versions). Other sports games (NFL, basketball, ect) are mostly US domestic affairs so they have a different US domestic star ever year and don't need the global star to link it all together.
