I agree about Ipswich being a tough gig. Not much money to spend on transfers though I think they pay reasonable wages.
Not sure the chairman can be blamed though. They just don't have the turnover of the bigger clubs in the division and don't have the luxury of any parachute payments. The piece below by Swiss Ramble (from 2017) is good reading on Ipswich's financial situation

He looked unlikely to get them into the play offs but on the same hand they never looked in danger of relegation. I know a number of Ipswich fan and they'd started to go the games much more irregularly due to the quality if football on show. With any new managerial appointment, the club needs to get the fans onside. Ipswich could get +20k average if things are going well. They got so much support across the whole of Suffolk.
I'm not sure that Lampard is the right choice though. Mainly because of the risk it involves. In Ipswich's position a 10-15% drop off could easily have them fighting relegation. Whereas it would need a fair chunk of brilliance and luck to get them promoted. I wouldn't want someone like Lampard (or any new manager) learning on the job at a financially constrained Championship club.
EDIT: Local paper in Ipswich seem to think it'll be either the Shrewsbury or St Mirren manager who gets offered the role....
