Because they don't know who is going to be in the final when they set the location and most seasons they have about 5-10k seats unsold most years.

Just a brilliant performance all-round. From the time that first goal went in, the result wasn't in doubt. Villarreal were a shit Stoke, nasty and cynical. They were lucky to only be 1 man down.
