The Premier League is planning an aggressive campaign to protect its intellectual property rights in an attempt to clamp down on rogue websites that show football matches for nothing and pub landlords who broadcast foreign feeds, amid fears that they could damage its income from broadcasting rights.

Having recently recorded a surge in the number of people watching via websites that transmit live pictures from overseas broadcasters or allow users to share vision using "peer-to-peer" video sites, the league is determined to push the issue up the political agenda.

Premier League lawyers want the culture secretary, Andy Burnham, and the business secretary, Lord Mandelson, to crack down on copyright infringement by making internet service providers responsible for the actions of their subscribers, and appoint an "IP tsar" to coordinate action across government.

Having been vigilant for years against wholesale piracy the league's lawyers have recently taken a high-profile lobbying role in the UK, Europe and internationally. The league has been liaising with sporting authorities around the world, media owners and other affected parties to highlight the need for urgent action and more consistent enforcement.

The chief executive, Richard Scudamore, last week told the all-party IP group of MPs that the government needed to take a harder line and do more to implement the recommendations in a report on copyright by Andrew Gowers. Stephen Carter, the communications minister, is due to unveil a draft report on the future of Digital Britain next week.

"The ISPs have got to take more responsibility," said a Premier League lawyer. "We have sent over 700 cease-and-desist letters and had an 87% success rate this season. [But] one of our problems is that often the sites reregister a domain name, using false names and addresses, and sign up with an ISP in a less protected country – 60% of peer-to-peer activity has been coming out of China. ISPs have to take on a stronger role and have a better enforcement policy."

The league said that when officials from countries traditionally seen as "safe harbours", such as China, were confronted about piracy, they typically asked why more was not being done by the UK government or within Europe.

Already millions of computer users across the world watch matches live without paying a subscription fee. The Premier League fears that the mainstream use of broadband and the increased popularity of watching video online make widespread piracy a very real prospect, which could seriously reduce the amount broadcasters are prepared to pay.

Sporting authorities are terrified of following the path of the music industry, which saw its business model collapse after it failed to combat digital piracy. The league made £625m from its overseas rights deals last time around and a total of £2.7bn overall, and is banking on another increase after 2010 to compensate for a potential dip in domestic income.

The Premier League recently led a coalition of 27 sporting bodies to prepare a background report for the Organisation for Economic Co-operation and Development at the behest of the G8. The report said unauthorised live streams of some sporting events were already being watched by more than one million people.

Websites that offer access to live unauthorised coverage from PCs, usually sourced from overseas broadcasters in the Far East or around the world, have been popular with a small minority of web users unwilling to pay for a TV subscription for some time.

Poor quality pictures and audio, combined with the determination required to track them down, previously made them a niche pursuit. But with feeds now of a higher quality and easier to access there are fears that more and more cash-strapped fans will turn to them.

And with many of the illicit feeds originating from China and elsewhere around the world, the Premier League is reliant on specialist internet firms to track them down and persuade internet service providers to punish individuals.

Late last year, the Premier League threatened action against the US website, Justin.tv, which allows its users to share and stream footage from all over the world. It has also launched a high-profile class action against YouTube, which is expected to be heard in the US later this year. The original class action, launched in 2007, was recently superseded by a second complaint at the end of last year.

Scudamore has been bullish about the prospect of the value of its media deals holding up despite the global economic slump that has affected media companies and their advertisers, because live Premier League crucial is considered so crucial to their business models.

Major US sporting bodies are also taking the prospect of revenue loss from illicit online viewing seriously. Major League Baseball, the National Football League and the National Basketball Association have all taken steps to stem the rising tide of online piracy. MLB employees three people full-time to monitor illegal broadcasts and last year recorded 5,000 separate incidents.

And yet, they are following the exact same route that the music industry did, by trying to lock everything down and brand their own customers as criminals.
They need to offer a viable alternative to stand a chance. Embrace the technology and offer better quality streaming, for a SMALL fee. Without the need for people to own a dish or a different set top box each season depending on which provider wins the rights.

Yep - I agree. Still it'll be a while til my "provider" gets shut down as I believe they're relatively low key, but totally reliable.  Money-grabbing bastards - let us watch football damn it!

There are 'illegal' streaming sites that have it spot on. For £2.50 I can get to watch a whole day of streamed football in good quality. Sky could easily offer a similar system to those without a subscription. £3.00 to watch a single game or some such thing. If the coporations embraced the technology that is 'destroying' them, then they wouldn't be 'destroyed' by the pirates.

Streaming is taking over, to the point where one doesn't even need to have a massive HDD to watch any TV programme, Film or listen to HQ music. The music industry is 'quietly' embracing this (Grooveshark, Spotify). It is about time visual media did this too. I am also sure corporations like Sky would make a more than tidy profit offering up individual matches at a small cost to anyone.

Until then, I am happy to pay the lad who does it from his home.

I do too, and know of quite a lot of people who are willing to pay a few quid for a decent stream, that's without it it being widely known in the public domain. A bit of advertising for Skys version and the demand would be huge. I'm not posting any site name in this thread by the way.

So the business model works, added to the other examples of premium content of clubs own sites, that people seem prepared to pay for.
And also itunes etc, it still surprises me how many people buy stuff on there rather than get elsewhere, but some people genuinelly dont know that there are illegal/free alternatives. The same would be the case with footy streaming, people would happily pay sky rather than hunting round for streams.

How about they just lower the overall cost of things so it's easier for us to watch without having to resort to streaming? I don't want my parents to pay 60 sodding quid a month to pay for Wigan vs Tottenham in the hope that ONE Liverpool game will be on Sky every 6 or so weeks. I've got Egyptian friends in Spain who have a massive satellite on their balcony that picks up the Arabic TV channels, and they get a choice of pretty much every Premier League game every day in HQ on the telly for cheaper than what we pay. And then there's Sultana who pretty much want another £120 (which I refuse to pay, I've never subscribed to them) from everyone for their shite TV coverage and pundits that are even worse than Sky's.

Fuck the lot of them.

Completely agree that these media owners, Sky/Setanta need to embrace the technology. I would happily pay £3 to watch a game online.

I think part of the problem is if attendances were to drop (never would happen with us, but might with other clubs) if it is well known that you could watch a game on the internet when it's not shown on television. Say for a Portsmouth fan who has decided he can't be arsed going to Newcastle (away) in the Carling Cup when he can watch it online.

I dont personally stream any games, but what i think HAS happened, is that the pub landlords have realised the demand to watch 3:00 games. You can only get these on the foreign channels. They've then got whatever they need to watch these 3:00 games, and realised that they can watch ALL games via this route, and then sacked Sky off. Lets face it though, you would wouldn't you?

Its greed, the same way Sky's prices have gone up, has pushed people away from them and made them find alternate options, just like the price of our season tickets has made fans find alternate options. Bottom line is, its GREED - The only winners here are the players, with their silly fat wage packet.

NBA, NFL and MLB tried the same thing. They ended up offering a service where you could pay them to watch every single game through the internet.

MLB.TV and NBA League pass broadband.

I thought before about writing a post on streaming and other ways to watch footy for free. In the past I used to sell foreign satellite systems to businesses and houses mainly for watching the prem.

they have absolutely no chance stopping this. plus everybody does it, even my local taxi driver in his 50s was telling me how he was gonna go home after his shift to watch a stream.

the greedy bastards did it to themselves, by making footy so expensive your gonna push those who wana watch the game to other means.

They're saying this as though they've not being trying to stop streams for years now. The Premier League send cease and desist notices out all the time, and have been employing NetResults to act on their behalf for years now.

This is all hot air. Nothing will change, except the quality of the streams will improve and more people will watch them.

Im not sure of the exact figure but the reason why pubs and clubs show foreign channels is because sky charge them stupid amounts to show football etc

NBA, NFL and MLB tried the same thing. They ended up offering a service where you could pay them to watch every single game through the internet.

MLB.TV and NBA League pass broadband.

i've said it on here before - the NFL model should be used - if the home/away allocation (depending on the team) is sold out then people in the local vicinity (e.g. up to 60 miles away) and people registered as fans (explained later) and all others can watch it on either free-to-air or PPV, if the game is not sold out then the game is blacked out in the local area. also, with the fact that many big teams fans do not live in the local vicinity, subscribers should be asked what their preferred team is - as an incentive to give their actual preferred team the operator should give a discount for subscribers (in the case of PPV games) so this will help protect attendances at the games and also bring in extra TV revenue

in the case of online broadcasting - I'm a subscriber to NBA season pass and the streaming on that at times is shocking - my connection is perfectly fine but the lag is awful - their software (RayV) is awful, especially compared to Sky's online streaming software so if the PL do (as they should) go down this route they should test the software extensively, although even if it is reasonably priced like the NBA one (around £50 for the season at the start of the year, £12 per month or £3.50 per day) they need to ensure that the streaming software is good enough in terms of both quality and has enough bandwidth to satsify all the subscribers
