There's loads of pages on Instagram that play correct score doubles and hit all the time, they're either photoshopping screenshots and dodgy as fuck, but they all have in their profile that they're basically fixing matches. I can't work out whether they're scams or not.

They're definitely worth looking at. But they're not always available on all sites. I find bet365 to be far and away the best for them.

I think the only rule should be that the bet has to be available on all sites we're using.

We've got Bet365, betfair, coral. Maybe one or 2 others. So as long as the bet is available on those sites it's up to whoever is picking it.

I'd only be going obscure leagues if the info I find justifies it.

It will. Over the course of 9 bets, 1.7 odds will get us there in 9 bets. Can't remember the exact total that would return, but not every bet absolutely has to be 1.7. Some sites will be better than others also. I'm on with Hills at 8/11 for example.
