I don't see that happening there to be honest,also doesn't seem feasible them getting there too.

Easy to get there. There’s a massive tower crane that would lift the pieces for the spire in position (see my other post) and they would use a cage to lift the workers into position.  They weren’t actually working when the picture was taken so one worker not being hooked on is a bit risky but it’s LA not Chicago and there’s no wind. 

It’s easy enough to verify. I searched for the bank names in the photo. Clearly LA so found the Street and ‘walked’ to the construction site. With the address just look up more detail on the building.

Faking it would be far more effort than actually taking a picture.
