It was a clear pen, but not a clear error by the ref.
It's easy see it was a pen on the replay, but the ref just sees it in real time, and he can just say he didn't think it was a pen. The PL implementation makes a distinction there.

I don't understand, this is there job. How can it not be a clear error by a professional who has refereed hundreds of games.
It's like VAR chooses as it pleases. Man City had a goal disallowed because the referee missed a subjective decision, yet something more clear today doesnt get a look in because it's even more clear than the one at man city? It makes no sense. It doesnt matter if its handball or a shirt tug. Its like if spurs had handballed it against city then it wouldn't of been given. Its like how can it be one rule for one and something different for something else. It has to be consistent across the board.
