There's probably an invisible bridge. Or the water's not actually water. Or the water's actually water, but not wet. Or there's an underground tunnel on the opposite side. Or teleportation hubs. Everything's air conditioned. Naturally.

Why would they need segregation???
The whole thing is mental, absolutely ridiculous to hold it there.

This will be the biggest joke of a tournament since the Junta won it in 1978. June to September in Qatar is pretty much 30-40 degrees every day.
