Senegal through, but they were really lucky. There is no way that decision was not a penalty. The way it was judged was really questionable as well, the VAR team called the ref over and then preceded to judge the decision on the worst possible angle. If they had looked at it from the other angle there is no way they couldn't award the penalty. They have to do better with VAR.

Video of the incident that the ref changed his mind on giving a penalty to Tunisia on 115 mins (after he reviewed it via VAR) - https://streamable.com/2u2eu

More of a penalty than one given against Koulibaly, but I wouldn't like either of those given. The arm wasn't away from the body, and it wasn't arm to ball either.

The one against Koulibaly reminded me of the one that was given against Milner in the 1st leg against Roma in the CL Semi when we were 5-1 up. Never a penalty in a million years, and the tie should've been over then and there.

FIFA needs to define handball rules better. It's shambles.

With the new laws that went into effect after June 1st.

Law 12
• Deliberate handball remains an offence

The following ‘handball’ situations, even if accidental, will be a free kick:
• 1:the ball goes into the goal after touching an attacking player’s hand/arm
• 2:a player gains control/possession of the ball after it has touches their hand/arm and then scores, or creates a goal-scoring opportunity
• 3:the ball touches a player’s hand/arm which has made their body unnaturally bigger
• 4:the ball touches a player’s hand/arm when it is above their shoulder (unless the player has deliberately played the ball which then touches their hand/arm)

Per 3: the last pen where the Ref went over to look at it, first I don't think he gave the pen originally..the players  arm was hanging where it should be and the ball hit it. So no pen.

Per 4, the one v Koulibaly..when you turn your back and bend over, your arm is now "above the shoulder". So VAR agreed with the call. No need for Ref to have another look.

Stand corrected, so the 4th rule does find Koulibaly guilty. I have questions for the rule book though.

To make sense of it, I think the rule should only apply in a standing position eg. Boateng in 2014 World Cup. If someone raises hands high up above the shoulder and the ball strikes, then yes, it's a pen no doubt. But if you're making your body smaller and then the arm is in its original position but above the shoulder, is that really gaining an advantage? This often happens when you're trying to block a ball hit very quickly at you with your body. The defender's arms are not outside the body ffs.

Also why isn't the pace of the ball hit at the defender never in consideration? If you kick a ball hard at someone losing their balance, they're almost often falling with arms above shoulders, so kicking the ball fast at someone and gaining penalties is legit?

These rules are dodgy as hell imo.

Indeed. Hopefully Sadio can help them with a few goals to lessen the impact of Koulibaly missing the final.

Having seen it a few more times, I think you're probably right, but still, to not even make an effort to try and get back to protect your goal, especially in a final, is unforgiveable really.
