Need to get a VPN on your phone/ipad/any device and use your home apps, there are no bookies not even at Meydan and gambling is illegal.

If he knows how to place a bet online using his phone, then showing him how to use a VPN won't be difficult.
There's plenty of free ones. I used opera for a while. Open the app, choose your country, away you go. Not difficult at all.
