Minister of Mallets - Timmy Mallett

If he's being asked to head the ball too frequently - which isn't exactly his specialty - it could affect his ear and cause an infection. Especially if the ball hits him on the ear directly.

Foreign minister: Audrey Hepburn

A UNICEF ambassador who could speak five languages, and that's aside from being one of the most charming and fashionable people to ever have lived. The anti-Alexander Boris de Pfeffel Johnson in other words.

Minister of culture: John Waters

One of the most interesting film directors to come out of America in the last 50 years, Waters is also the owner of around 50 magazine subscriptions, an 8,000-strong library and an enviable collection of fine art. And he likes rock n'roll! Who better to bridge the divide between high and low culture than the Pope of Trash? And he has experience teaching - prisoners rather than children - but it's more than most education ministers.

The coolest cat ever to step foot on a basketball court. Widely regarded as a pioneer of the modern game, bringing moves such as the slam dunk and the no look pass into the mainstream while playing with a swagger that influenced thousands of players who've come after him.

"You'd have to use words like electrifying, revolutionary. There's never been anybody quite like him, including Michael. If Julius was in his prime now, in this era of intense electronic media, he would be beyond comprehension. He would blow everybody away."

"While Erving was in the air so often on the court, his feet were planted firmly on the ground off it. Unlike many athletes, he never got a big head. He was articulate, friendly and uncommonly modest."

"There have been some better people off the court -- like a few mothers and the Pope," said Pat Riley, one of the game's top coaches. "But there was only one Dr. J, the player."

JULIUS "DOCTOR J" ERVING

Minster of Funk/Intergalactic Relations: George Clinton

Self proclaimed "Godfather of Funk,"  George Clinton inspires wherever he goes and leaves good vibes in his wake. He really is the Mack Daddy of Intergalactic Funk. Clinton has enough gravitas to perhaps reign in Keith Moon from going completely off the rails and yet his good vibrations will help lift Kasparov should the board prove tricky.

Prime Minister - Pericles

Where Ancient Greece is viewed as a high point of Culture and Democracy, Athens was the very pinnacle of that, and at its highest point, it was lead by Pericles. He was responsible for the Acropolis, and an unrivalled cultural legacy, he was a successful general and an inspiring orator.

Secretary of Getting Shit Done:  Hillary Clinton.

Sure the American electorate hate her, but she is a brilliant woman, with an impressive legal and legislative history. There is a reason the GOP spent so much time and effort demonising her. She won't be leading any campaigning - I have plenty of legendary orators - but she will get shit done.

Minister of Science and Education (And Pyramid Construction): Hemiunu

An inspiring yet controversial choice I know. If some are to be believed, Hemiunu was the architect for something important, Wonderful, and long lasting, others think he was just a liaison between the incompetent people that lived along the Nile River and some powerful intergalactic stone masons. But who is to say? Regardless, his work in Egypt showed just how much work man could do in large teams under directions of an inspiring leader of labor and geometric construction in just two decades. Given the difficult task of moving heavy stones and stacking them in a conical shape in the desert, Hemiunu did not shirk away but built something Great.

And finally, we need a Prime Minister to preside over all the other great minds in the cabinet. Someone who can act as a figurehead and command confidence in times of trouble. With that in mind, I'm going to pick the man who successfully navigated the USA through not one, but two of the toughest periods in its history (the Great Depression and World War II).

Minister for Social Development - Kate Tempest

Quote
Social development is about putting people at the centre of development. This means a commitment that development processes need to benefit people, particularly but not only the poor, but also a recognition that people, and the way they interact in groups and society, and the norms that facilitates such interaction, shape development processes.

While the role of formal institutions and policies has become central to the development debate, the role of informal social institutions has received less attention. Debates on growth and poverty reduction have paid relatively little attention to the impact of, for example, norms of cooperation in villages and neighbourhoods, community oversight in the management of projects, or non-discrimination against women and minorities in education and health.

Minister of Defense/War: Archidamia

Spartan Queen in the 3rd Century BCE, she organized the defenses of Sparta, after the men went to war, as another host led by Pyrrhus, set upon the city. She Refused to give up the city and be shuffled off to Crete with other Spartan women, rather she rallied the women of Sparta and spoke to the Spartan elders carrying a sword so that there could be no doubt of her resolve. Under her command she and the women of Sparta (elders too) defeated the invading host. Later in life she was executed for her support Agis IV (her grandson, who was looking to recreate the powerful Sparta of old, and was illegally imprisoned), when she was deceased into visiting Agis who had already been killed, she is believed to have been in her late 80's early 90's when beheaded.
