You can sign players at any time in the year, you can only register them to play for the forthcoming season etc when that window opens on July 1st for international transfers though.

If this happens -looks like it will- it'll be a surprise because he had stated before that he would like to play for Sao Pablo someday, just like his father did.

As for the background of it, he doesn't seem to be on Inter's plans as they have already signed Palacio from Genoa and are reportedly looking for another striker. It is said that "the other" Inter is willing to match his wages, and he on his turn will be happy to play regularly and stay fit for the 2014 World Cup (lets not forget he's 33 already).
