No, back in the nineties they had no refuelling and were doing sub 3 seconds, McLaren in particular in the Senna days.
1984-1993, then from 2010 on. And I suspect things have improved in many ways in 30 years...It was an impressive stop, but the "best in history" thing is a bit meaningless in F1, with ever changing rules and tech.
I prefer Ferrari getting every stop right in about 3 seconds rather than what McLaren do
