No, it's one or the other. Passport if you haven't got the money, 2000 if you don't have a passport. You keep the money, you don't have to pay. It's basically to check that you've enough money for it to be worthwhile them letting you in the casino's. Once you're in you can come and go as you please, you're in.

Yup. There is a mission you can do where you "buy" a passport for 500 caps, but I don't see the point of wasting 500 caps.

Come in here now and again and it just reminds me exactly how good the two current gen Fallouts are. Never played the others, before my time. Bethesda are hands down my favourite developer.
