They trying to boost football in that area, this is a newly built stadium, expect packed stadiums, in Johannesburg, Bloemfontein, Cape town and Durban, this stadium will only be used as a training venue during the world cup, that noise is a "vuvuzela" a type of horn used at local football matches. Expect it at every single match in confed cup and world cup!
