That looks like a Ford Consul MkII centre, so it dates it to sometime from '56 onwards.
Most of the Vans and other cars, A30/35's, Standard Vanguards, sit up and beg Pops, Morris 1000's etc could be anytime up to the mid 60's but since there are no Mini's evident, Like Richie, I too would hazard a guess it's probably sometime between 58-61, as after '61 I'm pretty sure there would be at least one Mini visible.
Also, I think that's possibly the old Frank Hessy's premises in the background next to the Burgess shop so if we knew the date that Hessy's moved to Stanley St, that would at least give an absolute upper year.

Gulley, would you believe that I've just checked the phone books for the period and there is a gap between 1960 and 1964 !!
In '59 and '60 Hessy has a shop at 66 Whitechapel and another at 20 Manchester St. but In '64 he has just the one that is located at 62 Stanley St.

Hessy's phone book entries...up to and including 1960 they have the Whitechapel shop (sometimes shown as 56 instead of 66), then in 1961 the only entry is for 62 Stanley St.
