Microsoft scam?

Any advice please.I think it must be a scam.
Brother just phoned and said his Laptop has a warning message from Microsoft telling him his computer is showing he is vulnerable to attacks. he cant get rid of the message. message asks him him to phone Alex James on.8000,90831.
He phoned and was told to ring the Microsoft tech desk on 020 31291244.
He then phoned me for advice, I told him it's a scam.
Problem is how to get rid of the pop up and get rid of virus and threat.
Anyone know how far to go with this, cancelling cards?
Was going to advice to take Laptop to PC repair to reinstall windows. ?
It might take our producers five minutes to find 60 economists who feared Brexit and five hours to find a sole voice who espoused it.

Can he start the computer in safe mode and then do a system restore to a week or so ago?

Thanks adruk. I assume he can but he's out till 4pm and asked me to look into it for him, assuming this worked am still concerned the bug may be deep into his PC and be vulnerable as well.

Put malwarebytes on to a USB stick, stick it in his computer and run it.

Hi, what upinsmoke suggests is the best way. I used Adw cleaner, which is part of the Malwarebytes family.
It's free and easy to use. Best of luck

Thanks for all the help lads. appreciated.
Am not sure if it was a virus. took him offline and did virus scan.nothing.did a restore to middle of Jan and hopefully all gone. maybe a pop up?
Did a few searches and few people conned with this but thankfully he wasn't soft enough to give them any details. he's only been on the web for just over a yr so he was alarmed at first.

First thing I said, keep off the porn.. :)
Thinks his wife clicked on a link in Facebook news or something and up popped the message and they couldn't get rid of it.
