If she was going for an election I think she would have called it already to have it at the same time as the local elections.

I'm thinking Northern Ireland. Her personally making an announcement about home rule/another election there, rather than letting the NI secretary do it would fit the "we are a United kingdom and I am its strong leader" image she is trying to push. In her Easter message, she talked about the country supposedly coming together over Brexit, so this would follow on from that.

They would make a statement, but I think that would have leaked by now. This announcement comes straight after cabinet, so it's something that they would be consulted on. Early election is my guess, with possible ill health as the other reason.
