I think part of the problem is that it's a 12 episode season and they're sacrificing character development to jump straight in with the action. They could afford to do that with Live Another Day because we already knew all of the main characters (Jack/Chloe/Heller/Audrey), and they could then drop information in about the new guys as it went along. This season feels more similar to that, rather than of Day 1 when they used the first episode or two building Jack, David Palmer, Nina, Tony, etc up as characters to care about. So far we have 0 reason to care about any of these new characters on a personal level, except for them fighting terrorists. Obviously there are plenty of amazing shows out there that have short seasons, but they aren't rebuiling a 9 season show with an entirely new cast.
It does have potential, but if it continues the way it is I don't see it fulfilling it.
